  • High school diploma or GED equivalent with an Associate Degree in accounting (preferred).

  • Two to Five years of related payroll work experience.

  • Must be 21 years of age or older. Valid Virginia Driver’s License; good oral and written communication skills; and clean criminal history record. Drug screen and background check will be performed.



Position is assigned accounting and technical work involving the preparation and maintenance of fiscal or related records. 



This is sedentary work requiring the exertion of negligible amount of force constantly to move objects, up to 10 pounds of force frequently and some light work requiring the exertion of up to 20 pounds of force occasionally.  Work requires stooping, reaching, fingering, grasping and repetitive motions; keying data/word processing requires the ability to perform repetitive tasks involving fine motor skills. Vocal communication is required for expressing or exchanging information and instructions by means of the spoken work; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the work in not subject to adverse environmental conditions.



  • Performs and processes all phases of a bi-weekly payroll for employees as according to generally accepted accounting principles

  • Reviews employee time records, transaction reports, resolving all discrepancies with proper approvals

  • Reviews payroll validation reports, coordinating corrections and/or advising appropriate supervisor of possible complications with payroll processing

  • Processes payroll updates, prints reports and checks, and creates the ACH files.

  • Verifies the ACH files have been delivered to the banking system as required for direct deposit

  • Reconciles the payroll expenses and deductions to the general ledger

  • Reconciles the payroll tax liabilities and prepares payment within the specified time period according to the federal and state requirements

  • Prepares end of year W2, 941, and other payroll quarterly and annual reporting documents

  • Ensures timely setup of garnishment orders and remittance of payments

  • Reconciles and prepares the end of month employee and employer retirement contributions and processes payment to the Virginia Retirement System

  • Ensures all employee benefit programs are reconciled and payments processed monthly

  • Assists independent auditors as required for the annual audit of payroll data

  • Manage databases, data, and records and complies with the Library of Virginia record retention schedules

  • Communicates with bank officials, federal and state authorities, court officials, and other outside vendors regarding employee payroll information

  • Assists with employee orientation procedures

  • Maintains employee confidence and protects payroll operations with strict confidentiality regarding employee pay information

  • Performs other accounting tasks as required

  • Must be able to multi-task job duties within specified time periods

  • Performs additional duties, assignments, and other accounting tasks as requested by the Superintendent and/or Supervisor

  • Position may require overtime hours at various times for the annual audit and other reporting requirements





  • Thorough knowledge of accounting principles, terminology and methods;

  • Ability to maintain accurate financial records;

  • Ability to prepare reports and statements;

  • Ability to keep files organized and stored accurately;

  • Knowledge of computer applications including Word, Excel and/or other financial software;

  • Ability to establish and maintain effective working relationships with employees, management and the general public;

  • Ability to establish and follow detailed work procedures and to perform mathematical computations with speed and accuracy;

  • Ability to communicate and follow oral and written directions and to work independently and as part of a team.
