POSITION TITLE:  Director of Finance                         FLSA: E                 S/NS: NS

 

REPORTS TO:     Deputy Superintendent                                             GRADE:  18

OPEN:  Until Filled                                                        Salary:  $87,400 - $120,175

 

PURPOSE:

This is an administrative and management position. The incumbent is responsible for directing and supervising staff involved in management of MRRJ financial activities.  The incumbent is responsible for ensuring accurate financial transactions in compliance with GASB and all audit standards.  Work is performed in accordance with established Standard Operating Procedures.  The incumbent has wide latitude of independent judgement in making decisions subject to the general order of MRRJ and all applicable laws.

 

PRIMARY DUTIES AND RESPONSIBILITIES:

 

Administrative and Supervision:

 

  1. Directs, manages, and oversees the staff and functions of the Finance Department, to include Accounting, Auditing, Payroll, Payables, Purchasing, Human Resources, Treasury, General Billing, Debt Management, and Risk Management

  2. Responsible for the annual budget preparation and assists the Superintendent and departments with fiscal management and budget preparation

  3. Provides financial oversight for all departments; and oversees financial administration of grants
    and grant-funded programs

  4. Oversees the preparation of fiscal statements and accounting systems, and coordinates the annual audit procedures and financial reports pursuant to Government Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) standards.

  5. Responsible for submission of monthly data to the Virginia Compensation Board

  6. Treasury operations include maintenance of banking contract, reconcilement of accounts, and investment of funds

  7. Responsible for Debt Management, analyzing the existing debt structure, and projects future financing needs for capital projects.

  8. Analyze trends and prepares reports and statements including statical summaries, charts, graphs and surveys

  9. Maintain and ensure the MUNIS financial software system is functional and operating as according to accounting standards and internal controls

  10. Ability to multitask

  12. Performs additional duties or assignments by the Superintendent and/or MRRJ Authority Board

  1. Maintain a clean and safe working environment

  3. Keeps files organized and stored accurately

  4. Knowledge of Commonwealth of Virginia Board of Corrections Standards

  5. Ensure a safe work environment by supporting the Middle River Regional Jail safety training program, documenting all accidents and correcting all suspected safety hazards

 

TRAINING, EDUCATION AND/OR WORK EXPERIENCE REQUIREMENTS:

  1. Bachelor Degree in Business Administration or Finance required

  2. Two (two) to five (5) years of related work experience preferred

  3. Must possess comprehensive knowledge of Generally Accepted Accounting Principles (GAAP), and of general laws and administrative policies governing municipal financial practices and procedures, and have comprehensive knowledge of the principles and practices of governmental accounting, budget preparation and account reconciliation.

  4. American Heart Association (AHA) First Aid/CPR certified or become after employment.

  5. Must be twenty-one (21) years of age or older

  6. Must be a citizen of the United States or legally employable in the United States

 

BASIC SKILLS AND ABILITIES REQUIRED:

  1. Ability to follow verbal and written orders

  2. Knowledge of applicable Federal, State, and Local laws

  3. Ability to communicate effectively, both orally and in writing

  4. Effective time management skills and critical thinking skills

  5. Ability to effectively communicate others

  6. Have a strong understanding of fiscal policy and investment regulations

  7. Knowledge of computer applications including Microsoft Word, Excel and other relevant software

 

EQUIPMENT OPERATED:

Computer/printer, telecopier, calculator, and some security equipment (as designated).

 

WORKING CONDITIONS:

Work involves some degree of risk to personal safety in an inherently stressful environment.  

 

SPECIAL REQUIREMENTS:

Possess and maintain a valid Virginia Driver’s License. Successful completion of a criminal records check. Must maintain telephone/cell phone number for emergency contact. Must be a citizen of the United States. Must not have been convicted of, or pleaded guilty or no contest to, a felony or any offense that would be a felony if committed in Virginia

 

MANAGEMENT:

All employees of the Middle River Regional Jail are responsible for following direction provided by, or instructions given by, the Regional Jail Authority, the Superintendent, and the Deputy Superintendent.  Direction may be provided directly or indirectly passed through the Chain of Command.

Noise level is usually moderate. Work involves the potential for contact with or exposure to blood or other body fluids and infectious materials. Work requires close interaction with offender populations and may be difficult or stressful when dealing with irate or verbally abusive detainees and their family members and when managing critical situations.

 

Work requires some physical activity, including extended periods of sitting, standing and walking, climbing of stairs, and occasional carrying, balancing, kneeling, bending and reaching. An incumbent must have the ability to frequently lift and/or carry equipment and other materials weighing up to 10 pounds and occasionally lift and/or carry materials weighing up to 25 pounds. An incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment used to perform the essential functions of this job.

 

Required sensory abilities include vision, hearing, smell, taste and touch. Visual abilities, correctable to normal ranges, include close vision, distance vision, depth perception, and the ability to adjust focus.  Communication abilities include the ability to talk and hear within normal ranges.
